Utah Office of the State Auditor expresses concern over Central Utah Water Conservancy District

The Office of the State Auditor released its reviews of four water conservancy districts: Central Utah Water Conservancy District, Jordan Valley Water Conservancy District, Washington County Water Conservancy District, and Weber Basin Water Conservancy District.
The finding or findings in each review concerned the best practices for bond sales and the selection of underwriters and related procurement processes.
State Auditor John Dougall expressed particular concern with the Central Utah Water Conservancy District.
“Special service districts are required to comply with Utah procurement code in all of their procurement activities,” he said. “Central Utah Water Conservancy District failed to adhere to key requirements of that code, which are designed to increase competition, protect taxpayers, and safeguard the integrity of the procurement process.”
